Statement 3 is not correct: the official development process mentions BIS, TBRL/DRDO, MHA and other Indian stakeholders, but not collaboration with Russia’s 30th Central Scientific Research Institute; DRDO’s own newsletter also attributes development to TBRL and BIS.
